I need to have a list of all our reports in HCM BIP (and/or)OTBI
How can I found out how many reports there are in use at the sys?
Who created them, active or not, and its location- Path...?

OTBI is "baked in" to the products which use it and according to MOS Doc ID 2261453.1 there will not be any catalog manager for OTBI - which is the tool to read the metadata of the catalog and run analyses like you want.
OTBI isn't OBIEE even though the underlying technology is similar. It was black-boxed by Oracle and unless they provide a solution you won't be able to do it. They've cut that part out of the solution.
Here is the Excel that Oracle provide contains all HCM reports and Subject areas.
