Allow OBI admin to identify OBI items as mandatory favorites to certain users

Use Case and Business Need

There are some reports that are essential/key to users.  Items such as compliance specific reporting, data integrity (ie. ensuring all candidates are managed appropriately), etc.  Because of the importance of some of these items, I would like the OBI admins to have the permissions to identify some OBI items as a "required" favorite.  This would result in the critical report(s) automatically appearing in the users favorite list. 

Creating this functionality will allow for enhanced user experience as they don't have to "find" the item (dashboard or analysis), then add to favorites.  It would simply appear under the favorite listing.  This also helps to support compliance, training and onboarding processes.
