Who has ran what and when

Use Case and Business Need

Hi ,

 We recently got a requirement from SoX auditor, they need a seeded report (Not ESS report/job) which will tell who has ran which report at what time. We have checked this with Oracle support but looks like this kind of report in not present as of now.
