Need Person level data- add Worker Dimension to Payroll-Payroll Costing Setup details Real Time SA

Description (Required):
Currently the Employee Level information for Payroll costing is not accurate when we try to join with any other SA. This is because there is no Common dimension in Payroll Costing SA like Worker. The only common field is Position Name. Our client requirement is a report which populates every detail for each Active employee -- including Worker Assignment, Compensation & Payroll Costing. To satisfy this requirement, we need to add Worker Dimension to the Payroll Costing SA which then allows us to populate Person level information too.
Use Case and Business Need (Required):
Hillsborough County is required by law to provide correct accounting of employees charging time to Federal/State grants. These grants require an accounting of employee time split between the grant and County Administration. To provide this reporting, the individual employees must be connected to the position and the position costing

This is a firm 'need-to-have' in the subject area. You can use LSQL to join Worker Assignment Real Time if you want to see Assignment level costing segments, but if you want a meaningful analysis of the other levels you're basically out of luck.
What I find most surprising is that Position Code is not already a field in the Costing Level Identifier Details folder. So even after cobbling together a join with something in Workforce Management you would need 100% of your position titles to be unique if you wanted to see Position Level costing segments on the output.
For this subject area to be useful at all it needs the Worker dimension added at a minimum. Position and Job folders, or at least columns for Posn Code and Job Code, would help a lot as well.
