Change OTBI Percent Data Format to Match Excel Behavior
Use Case and Business Need
OBIEE/OTBI has always had a strange "feature" in which to use percent columns the data needs to be multiplied by 100. From a data integrity standpoint this is a problem - the raw data should stay the same and allow a data format to be applied, similar to Excel. A value of .5 should be .5 by default unless formatted as a percent, in which case the format should make it 50%. Backward compatibility may be a concern here since many, many reports and the metadata already are developed to use this "feature".
