API Extract of OTBI Catalog Elements

I am able to extract the CATALOG elements for BIP elements (data models, reports, templates) using this SOAP WSDL: https://eolh-dev3.fa.us2.oraclecloud.com/xmlpserver/services/ExternalReportWSSService?wsdl .
However, I can only extract the BIP elements. In order to provide seamless and standardized migration of all reports, I need an OTBI WSDL that acts similar to the xmlpserver WSDL.
Use Case and Business Need
With this feature, all future Oracle projects where any reports are created in one environment will be easily transferred to another environment with a full migration service of all Oracle technical content. This will allow for less human error, more time for the developers, and assurance for the customer.

Right now, you have to go into the system and archive all items you want to migrate, and while that can work for folders, if you want to transfer individual items, you would have to spend a lot of time navigating between the export environment to the import environment. Also, if you need to transfer reports and your system is going to be refreshed soon, you might miss certain elements for your customized dashboard (like a prompt) and now have to spend time recreating what you already made.

Less human intervention during migration of BIP/OTBI reports will go a long way in managing releases to target environments. In fact we want to use GitLabs Pipelines to automate the whole release management & approval process.
