Allow report with eText template to output a report to csv with the same structure

Description (Required):
Currently we can upload an eText template for a report and the report will follow the structure defined in the file. Although when exporting to csv it will not keep the format.
Use Case and Business Need (Required):
Our business requires frequent exports of reports to csv with a specific format to be processed. We would need to control the structure of the file in the case of no results, so that the column headers would still appear instead of the "DATA_DS" the csv output shows in this case. It would also be necessary to format the output file to provide the total rowcount on the last line of the results' file.

our business needs this functionality as well not only for eText template, if this option can be brought to Excel template then it will be very helpful for business to do the formatted CSV outputs.
