The roles assigned to the users were reviewed and they have the same ones, only some can execute the contract report and others cannot, what could be the cause of this?

When you say "some can execute the contract report and others cannot" I assume you mean they can in fact both go execute it without error but one of them gets results and the other gets no data found? It is expected that 2 people with the same job role get different results.
Roles do not provide access to data in ERP. Job roles just inherit transaction analysis duty roles that give you permission to use a subject area without getting a database connection error becasuse you dont have the required role. All analytics and reports that query the subject areas in the meta data repository data source get a dynamic where clasue added to the query at runtime depeding on the data access setup for that user signed in for that session to make it so each user only gets the rows they are allowed to see. This is done using the data security policies inside the roles assigned to the user.
For example, in My Enterprise work area Setup and Maintenance task Manage Data Access for Users. You have setup a users A and B both with job role R which includes a data security policy to view by security context business unit, and in manage data access for users you have granted this user with this role such that usr A is granted only business unit X but not Y and user B is granted business unit Y bot not X.
BTW Please confirm what you mean by run the "Contract Analysis Report". Which role is it that both users have? Describe the exact steps the user takes in the system to execute it? For example, which work area do you go to in the navigation menu do you use to get to this? Can you provide a screen shot to help us replicate the use case? If this is a custom analysis then what subject area was used?
