append sysdate to the filename while delivering reports through OTBI agents

Currently, we can only append a timestamp to a filename when using BI Publisher bursting.
Please enable the same functionality when delivering reports through OTBI Agents.
The majority of our reporting users are business leads that do not know SQL.
