Edit permissions FDI prebuilt content

I am trying to update the permissions for the prebuilt Workbooks in FDI however, whenever I remove a Role or try and add a User I receive an error message (Failed to update permissions for "Goals").

This is an Expected behavior Only. You can't modify the existing pre-build permissions which is not allowed.
