What product are you talking about?
Because you link to some kind of content, therefore it isn't "just" Publisher, you should be asking about a different product providing a number of pre-packaged content with Publisher.
I am facing the same issue as DM is not Customizable as mentioned by Oracle Doc ID 2338856.1.
So, Is there any option to customize Contract Terms as ARTICLE_TEXT is HTML embedded and can't able to print in PDF output?
