Allow for FDI Administrators to send pop up messages to end users when entering the system

We would like the ability to make pop up messages via the console. We would use this to update end users about in progress updates, maybe potential changes, etc.

Maybe something like the above message, but we'd like the ability to create ones for the end users ourselves.

    Very interesting idea : we have created a home portal with weather data (green flag or red flag, date of last refresh and date of last order), but we are helpless in the event of an incident for example, we would need to be able to display a pop-up indicating that an incident is in progress, or has just been resolved. Even if it happens very rarely it would be useful. We could also put positive messages, like "new FDI version loaded this weekend, come and discover the new features on this link"...
