Allow editing of the default width of OTBI folders section

Please add the ability to edit the default size of the Folder section in OTBI. The out of the box width cuts off most of the folder names and causes users to manually resize the section every time the page loads. It's extremely inefficient and bothersome to have to do this each time we navigate to the Catalog. See screenshot
