Ensure Shipment-Based Exchange Rates Drive Global Currency data to TI

Current logic in Transportation Intelligence (TI):
Global Currency for a shipment is sent from OTM to TI only when both the Shipment and its associated rate offering in OTM include an exchange rate ID.

Shipments without a rate offering therefore omit Global Currency 1 and 2 values.
This gap affects SAW and spot-rated shipments, causing inconsistent currency data in TI.

Suggested improvement:
Modify the logic so that only the exchange rate specified on the Shipment is required—irrespective of any rate offering. This ensures Global Currency fields consistently transmit for all shipments.
