Data Models: Restrict/enable access to certain data tables
We want our CMMS analyst team to have access to (and build) data models specifically for the Maintenance area. However, due to current system limitations, we are unable to restrict their access to sensitive personal data (e.g., HR information). As a result, the team is relying on OTBI, which is not ideal and is impacting business processes.

From an Oracle Analytics perspective, you can do the following:
Keep only the tables you want the CMMS team to access in the Physical Area of the rpd. If HR Tables are not available to access then they wont be able to build data models using them. If they do need access, create database view(s) with the bare minimum cols they need and introduce/expose these views on to the physical area of the rpd (alongwith the rest of the Maintenance area tables/views). They can go wild modeling but would still be restricted from accessing sensitive data.
