Data Security in the HCM FDI subject area related to Learning

Hi, I am a Product Manager with the HCM Fusion Data Intelligence team.

We are planning to revamp the security for the new Learning subject area that we plan to build in FDI.

The rational behind this is, the Learning module in Cloud HCM is based on person security unlike the other modules that rely on assignment security

For this new subject area, we were planning to design the data security as below

Line Manager

  • Line Managers should be able to report on All Enrollments of Workers in their current active hierarchy.
  • This can include enrollments of workers during the time  they were reporting to a different manager in the past.

In addition to the above,

  • A Line Manager should also be able to report on workers and their enrollments that are terminated while being in their hierarchy.

HR Manager (BU or any context based access )

  • HR gets access to all workers in the respective Business Unit (BU)
  • HR gets to report on All Enrollments of Workers, their past and present
  • In their past assignments, the workers could have been part of different BU's and had completed various learning enrollments
  • HR of the current BU gets access to all of these learning enrollment records of the workers.
  • HR gets to report on terminated worker enrollments if the worker's BU during termination is same as the HR's BU

Note:

  • The LM and HR Context security behaves similarly in rendering the enrollments data. 
  • For LM, the access to the workers is through the manager hierarchy
  • For HR, the access to workers is through the BU
  • Instead of BU, you can also have Department, Country, Legal Employer as other contexts

    Now the Learning V2 subject areas,

    HCM - Learning Items and Enrollments
    HCM - Specialization Rating and Profile Outcome
    HCM - Course - Offering Rating and Profile Outcome

    are provisioned to customize the Line Manager security, ensuring complete visibility to learning data for employees who report to them.

    • Line Managers should be able to report on All Enrollments of Workers in their current active hierarchy.
    • This can include enrollments of workers during the time  they were reporting to a different manager in the past.

    We have not been able to have this work for us using the customization, as we also need Line Managers to have supervisory hierarchy access for other subject areas. In addition, we have been having issues making the changes indicated in the document.

    We need the seeded Supervisor Hierarchy to have this behaviour.

    We also noticed that the history does not show properly when enabling Area of Responsibility security. We are unable to rely on this tool for anyone without a view everything and view everybody security access.

    1. Custom Security is for Line Managers role only, to show the historical learning of the current reportees. The Line Manager role used in other subject areas for supervisory hierarchy has nothing to do with Learning V2, as we have handled with a new security role HCM Learning Line Manager. So you can still continue using the existing Line Manager role.
    2. For the HR, it runs the latest assignments and learnings enrolled in those assignments. Since Areas of Responsibilities are for HR, they will be able to view the history of learnings enrolled within their scope.

    1. We had to create a view that includes learner's latest assignment details to show their current department, line manager, position and other assignment details. Due to this, it seems the instructions set out in the document did not work for us. We tried to attach to that view, by trying to build a fact, but were blocked when it came to publishing the semantic model. The publishing failed.
    2. For HR, we need the learning administrators to be able to view all history of people who are in their scope now, not just when they became in their scope. Our focus for learning reporting is related to compliance reporting, so it is important to know the full history of the learner.

    Any suggestions or could we even have a call? We find that when we raise an SR, our responses are either generated by AI only and not relevant, or the tech support does not know as much as we know. We would really like some help with this if possible, but are feeling quite stuck.
