Admin user should be able to see all dataset

Currently to view any external dataset, access of that dataset needs to be explicitly added even for admin user. The ask is for service admins to have access view of everything even if the explicit access isn't provided.

    You should be able to access the OAC Console > Content Management to view and change ownership of a dataset and other OAC Objects. Is this not what you are experiencing, or are you referring to a different area?

    @Jamie Anderson-Oracle By navigating to Content Management, we can see all available data sets and change ownership, but it does not allow to see the Data set details or make any security changes.

    If we change ownership of the dataset, it impacts the underlying workbook/analysis. As Admins user, we should have a way to see details and fields on dataset without changing ownership.
