I trying to install BI Publisher 64 bit , I'm getting an error that states "Set Word2007 flg failed".
Error seems to be pointing something with Word2007, looks like you downloaded some older version.
You should Uninstall the whatever version you have (it might be partially installed or corrupted)
Get the latest plugin

What is the absolute path to winword.exe on your PC?
What version of Publisher Desktop are you trying to install?
What version of java is installed, and is it 32 or 64 bit?

I am trying to install Oracle BI publisher Desktop8.2.0 for 64 bit office on windows, I do have word as 64 bit my system has 64-bit operating system, x64-based processor
If winword.exe is under Program Files, you need to install JAVA 1.8 64 bit under Program Files as well.
we are not supposed to install java in my system
Java is required to use the Publisher desktop.
Also, remember Oracle Analytics Publisher is available with Oracle Analytics Server and can be deployed as integrated product or as standalone. Prepare your environment first by installing Java Developers Kit 8 (JDK8) and Web Logic Server 12.2.1.4 , Install Analytics Server and then Configure Analytics Publisher by running Configuration Assistant.
