Why Oracle is not allowing to connect Oracle Fusion database using SQL Developer

Using Fusiondb connect, will it access all the tables, views and other database objects from fusion including PII, Payroll data, Financial data(Ex, salary, personal details).
And how about the security? is it safe to use?
