BIP Reports has an limitation of two million records in CSV Format

We are trying to understand two things
1) If there is any inherent limit on number of records BIP report can generate in CSV format ?
2) We recently ran a BIP report which was expected to fetch 4.75 million records in total, it completed successfully as expected and generated the output in CSV format. However when viewed the data it was truncated at 2 million records with a message at the end as follows " Flatten data truncated due to MaxRows=2000000 has been reached."
if there is a limit of 2 million records we would like to understand how can we increase it further or if there is any other format that would help generate more than 2 million records. Lastly we would like to understand should not there be a way user gets an error or notified just in case the output is being truncated due to max limit?

Is this an end user report or an integration? If it's the latter, have you looked into BI Cloud Connector? That's a better choice than BIP for extracts like this.

HCM data extracts are limited by the BIP server that generates the file output; which makes data extract unworkable if you can't get all of your relevant data out. My business is impacted here; we have to work harder, create artificial conditions to maintain the extract below a low ceiling of 2M rows. It's unfortunate... and frustrating...

etext breaks when i send to bursting,
csv is breaking with 2 millon records
any other way?
