Very often when I create or modify a semantic model extension, apply and publish. It takes about 15 minutes to actually see the changes in OAC. Is there a way to apply changes immediately?

You can try going into the admin screen in OAC Classic and select Reload Files and Metadata. Clearing your browser cache can also help.
It can take up to 15 minutes. If you want it sooner than that, then Reload Files and Metadata
