Add Effective-Dated Employee Address History to Oracle FDI and OTBI

Employee address fields are not effective-dated in FDI or OTBI, limiting historical reporting capabilities. Currently, only current address information is available through a custom data augmentation in FDI, and historical address data requires custom BI Publisher reports in OTBI. This creates technical barriers for simple reporting for compliance, auditing, workforce trend analysis, and where aligning address history with assignment and employment history is required. Adding effective-dated address records to FDI and OTBI would significantly improve historical reporting and reduce reliance on custom solutions.
