Conditional header/footer and content in Oracle BI Publisher RTF template

Question

hi Oracle team, Have a scenario: Country = A, then page 1 should have a notification for that country with no header/footer however page 2 onwards, the existing content with header/footer. but if Country != A then no notification and has to display existing one with the header/footer. Tried option A: Native word option like 'Different First Page', perfectly works when Country = A but for Country != A, header/footer is missing. Option B: & but header footer are appearing in page 1 for Country A. And when country != A, 1st page is blank with header/footer and existing one shows in the page 2. Any solution feedback?? Thank you
