What all the data is maintaining in this table ?
At what granularity the data is maintained ? etc.

Depends on your version of BIApps and your source system.
The w_wrkfc_env_month_f is a very complicated table and populated by from numerous different sources. There is an excellent whitepaper available that details all the different steps, but I can't seem to find it on MOS at the moment. I'll get the doc number when I'm back in the office and re-post on here (if someone else doesn't beforehand).
