Admin tool taking more than 15 min to open

Hi All
I have installed OBIEE 11.1.1.7 on Win 2012 standard server (VM).
When I click on BI Admin tool it is taking morethan 15/30 min to Display Admin tool.
Which may delay developer work opening RPD online/offline mode.
But once entering credentials to open online it works/opens (7 mb size) fast as expected.
Has any one faced this issue, CPU and RAM usage is less than 40% .. I dont see usage increase while opening RPD.

how are you accessing the admin tool?
- installed on server and you Remote into server and run locally?
- developer VPN into network, tries to open RPD from server across VPN? <-- this is a very slow way to do it; gives results like you describe
- MUD environment and developer checks out RPD from shared drive?
- some other way?

Installed OBIEE 11.1.1.7 in win 2012 server and accessing with in the server..
opened SR with Oracle, got reply that OBIEE 11.1.1.7 is certified but not the Client tools of same version in win 2012 (strange).... what is the use of installing OBIEE with out RPD access ...............lol
support not willing to provide a work around.... as not certified..
When i click on Admintool.exe it takes 15 to 30 min to open the BI Admin tool..
tried installing client tool in local laptop and connect to online RPD but too slow ...
once i open admin tool RPD opens quick and able to work with in the server.. only issue is Admin tool opening initially is very slow.
any workarounds suggestions to open Admin tool

"what is the use of installing OBIEE with out RPD access?" None ... having said that - there's no point in an un-certified setup as well.
You are better off going with a MUD setup and then your local admin tool can be certified and you'll not have that issue - then you can deploy your master RPD to the server from time to time. It's bad practice to be operating live on the RPD.

The use is the concept of client - server: OBIEE is the server, Admintool is the client. And all the linux/unix setup are in the same situation: you can't open the RPD from the server as the Admintool doesn't work there, so you use a client to connect to the server.
It can be strange, I understand your point, but their answer also make sense ... because it's client - server.
