Yes, the main idea here is to limit the manual effort of adding this note on each and every page/sub-page. We would like the ability to add a default one for the entire Dashboard / Project.

Considering the phone interaction, if we do a 'Click to show details' I imagine this would translate to 'Tap' on phones (please correct my assumption if it's wrong).

Yes, the objective of this would be to stay on the same page, without having to navigate a different page for a quick drill down. Attached printscreen shows an example of what we currently have when you hover over some columns. Click or hover and click would work fine as well.
