Accessing a target is very slow

While accessing a target in OEM. It is reacting very slow.We are facing the problem only with one database (which is huge). But all other databases are fine and the pages are getting opened fast. Did not face this problem any time earlier.
We checked the memory CPU on the OMS server and everything is looking good. The heap memory size is increased to 1536 M. Restarted the OMS and killed some long java procesess, but it didn't help. Does it mean a capacity issue with OMS server or with the particular target has a problem??

Just as an update it is approximately taking more than 4 minutes for the page to be opened on that particular target (DB).
