Prompt operator "is ranked first/last"

Hi All,
I have been searching and cannot find what this operator works off of.
Can anyone clear this up? What it does and what it uses as the comparison, i assume some kind of ranking against measures but in my instance it appears to be working incorrectly.
As a secondary question with prompts too: When using the *prompt user operator, is there a way to only show some of the list ie - remove unwanted operators and have a user select from the remaining choices?
