From the stack trace you pasted, it seems that certain applications which are required for WebCenter application are missing.
you need to deploy those applications, in your case following applications needs to be deployed:
    oracle.webcenter.framework
    oracle.webcenter.skin

After deploying these applications should solve your problem.
In case after doing this doesn't solve your problem and prompts for another application or library references, then weblogic installation is not proper.

Another thing you can do is extend your weblogic domain for webcenter applications, it will automatically deploy all the required libraries and applications.

    Hi,

This seams exactly lib files missing in your environment.your using jdeveloper Integrated webloigc.so you can extend webcenter framwork into your current jdeveloper by simpley updating from jdev itself.

from menus u can select help-->check for updates--->--> and it will search web-center farmwork extension by clicking next.
u can select web-center related stuff and install it will ask restart jdev.and run you application.its should work.

    Regards
