Action Framework Web Services

Hi,

I have a problem and i don't found someone asking about it, when i click in "new -> Action" open one  pop'up  saying "Could no connect to Action Framework Web Services. Contact your  Web Administrator"     and when i click in ok, he close not letting me create an action.
Please Help me
