Can a fourth rack be added to a 3 rack configuration without downtime?

Hi
I will add a ZFS backup appliance ( in a rack with 1xspine and 2xleaf switches) to an existing config consisting of 2 x Fullrack Exadata Expansion racks and a Fullrack Supercluster. Three rack multiracking was done according to multiracking guide cable plan. I attach existing 3 rack and planned 4 rack config.
Can this be done without downtime?
