Oracle Cloud connect Navicat

hi everybody
i have a oracle cloud services and a db. i need to connect this db but system is not accept my connection tries. i have a navicat for oracle and oel linux client machine. this machine installed navicat and i try to connect this service. this connection end with error. in error message, ORA-12537:TNS:connection closed.
Please help me!!!

thank you. SSH key is correct and connect this db server. SqlDeveloper is connect this way. And bottom link is very helpfull.

Do you have a DBaaS instance or the schema service? If DBaaS, by default you can only tunnel sqlnet over ssh. Can navicat support ssh tunneling? If no SQL Developer fully supports this.

yes, i have a daas console and login this. Navicat support ssh tunneling protocols. when i enter correct parameters it is not connecting this system.

Can you get it to work in SQL Developer? SSH Tunnel, cert exchange and connection? Then we can go from there....
