After Discoverer Plus upgrade, Create/Open wizard doesn't launch for one user

We recently upgraded from BI Discoverer Plus v11.1.1.6.0 to 11.1.1.7.0.
In the new instance, for one particular user XX_USER (database login, not an applications login), the Create/Open Workbook wizard does not launch when they sign in. For every other user, the wizard launches by default.
In the old instance, the wizard launches for all users, including XX_USER.
Any ideas? Is this a setup issue that I should have our team that performed the upgrade look at? We are using IE 10.

What does the user see when you log in?

Hi uncle Buck,
Look at what version of Java the user is using.
Also make sure that the Discoverer Java cache exists in the user machine in Java control panel>general> view.
If you don't see any Java cache then you need to make sure you made changes in the config.xml file on the server side. So, that it will consider all versions of java untill Java 8.
