HFM running tasks issue

We just put HFM patch in our TST environment and one of the fixes is for letting non-admin users see running tasks. The patch info says:

This behavior can now be overridden by a property "ShowRunningTaskAllUsersAndSessions" file.

However, we do not have this file currently and I can not find any information about where to create the properties file (and if anything else need to be included). Can anyone provide any assistance on this?

    Issue addressed in Oracle patch 23251341, HFM PSU as bug 23070500 which allows for a setting in a properties file  to control this feature.

    Default behavior:  Running Tasks -> "All Users and Sessions" checkbox will be disabled for Non Admin users

    To enable all users to have access, edit or create file on each HFM Web server under: %EPM_ORACLE_INSTANCE%/config/hfm/

    Add the following entry:

    ShowRunningTaskAllUsersAndSessions = True

    Note the property is case sensitive and it takes 2 values True or False.

    Restart HFM services to take effect.

    There is not a config folder under our EPM_ORACLE_HOME directory. Do both the config and hfm folders have to be created as well?

    I did have to create the new hfm folder and the properties file but it works!
