Business Rule Securities

Hi,
According to my knowledge the default behaviour of application is that, when a planner user right click on data form it can see the business rules attached to the data from and the user can run it. (we didn't set any business rule access). As show in the below image:
But in actual no business rule is visible to the users. As shown below:
I think the business rules disappear because we applied security on one business rule and now we have to apply security to all the business rules.
Kindly share you knowledge.

In theory you should be setting the permissions to all the rules you want user/groups to be able to launch.

So by default no Planner user would be able to see any business rule unless appropriate security is applied. Kindly correct me if i am wrong.

They shouldn't see the rule in a form if no security has been applied but if they go to tools > business rules they probably can see rules but cannot launch them.
