Disc Plus Version Oracle BI Discoverer Plus Version 11.1.1.7.0
Disc Viewer Version Oracle BI Discoverer Viewer Version 11.1.1.7.0
    Application version 12.1.3
    Database version 11.2.0.3.0
OS version Red Hat Enterprise Linux Server release 5.9 (Tikanga) 64

Till yesterday every thing was working fine.

We have created custom responsibility in which we have attached Discover Plus and discover viewer page. From there we are unable to connect to discoverer. Getting below error.

This can happen if the User or Responsibility have not been given access using Discoverer Administrator (or EUL Java Command line).  Please confirm in Admin using the Tools / Privileges menu, that this User and Responsibility has been given access.  Discoverer has 3 levels of security, Public, Responsibility, and User.  Settings for User trump settings for Responsibility, which trumps settings for Public.  So, confirm the Responsibility and User level have access to Desktop and Plus (right hand box settings).

If you go directly to the Discoverer connections page, select a connection type of Oracle Applications, are you able to log on with that User & Responsibility?  If yes, then the issue is in the EBS settings.

When invoking Discoverer from the EBS the ICX_DEFAULT_EUL & ICX_DISCOVERER_EUL_LANGUAGE need to be set correctly. These have a Site level, Responsibility level, and User level.  Please confirm these are set correctly.
