Discoverer is just one of the components of Fusion Middleware (FMw).  SSL is mostly handled by other components (such as the HTTP Server).  There is only one steps specific to Discoverer Plus and that is to set Secure Tunneling (communication protocol to HTTPS).  Be aware if other FMw components are not working (OPMN, HTTP, etc.), Discoverer will not work.

Did you follow the documentation or a Note?  Have you reviewed Note 1359491.1 (How To Configure SSL For Discoverer 11g), which points to HTTP server Note 1226933.1 (Configuring Oracle HTTP Server to use SSL in Fusion Middleware 11g (11.1.1.X))?

Please test accessing the HTTP server directly (same URL as Discoverer without the /discoverer/plus at the end.  Confirm you can access HTTP server page in SSL first.  If this doesn't work, Discoverer will not work in SSL.

If you are not intending to use SSL, then your protocol may be set to HTTPS that is not enabled and causing the error.  See section 13.6.3.2 (How to display Communications Protocols on the Discoverer Plus Configuration page in Fusion Middleware Control) in the Discoverer Configuration guide for instructions & screen shots regarding Discoverer Plus communication protocol.

Did you run checkdiscoverer.sh script as the error instructs?  This will confirm within the Discoverer Server if the different "parts" are working together.

Are there any errors found in the ohs1.log, or opmn.log, or the WLS_DISCO-diagnostic.log files?
