Open Discoverer Report from Desktop, Receive "There was a problem sending the command to the program

Saved Discoverer report to the desktop.  When I try to launch the report from the desktop, I receive "There was a problem sending the command to the program,"

Using Windows 7 64-bit.

    Do you already have Discoverer open, and not running/waiting for response?  I get that error if I double-click a .dis file in file manager, but don't have Discoverer already open.
