Embedding a Document in an Interview

Is there a repository available that I can upload documents to in the Policy Modeling software (or somewhere else)?
Essentially I have a PDF document that needs to be made available to Customers at the beginning of an Interview. I'm trying to figure out if there's any way to just upload a document to be stored in a repository, and then embed a document from the repository in an Interview for the Customers to view it.
It seems like Forms are the only way to make a document available, which isn't the best option given that they have to be Rich Text Formatted MS Word documents created from scratch... I find it hard to believe that I can't simply take a completed PDF file and make it available in an Interview without recreating it all in a new .rtf Word doc.

If you simply want to embed a link to a document for users to view then this is documented here:
