Insufficient compute resources? ODI Cloud Service

Hi there,
I was following the "Provisioning Oracle Data Integrator Cloud Service" Guide. (http://www.oracle.com/webfolder/technetwork/tutorials/obe/cloud/javaservice/JCS/FMW_UpperStack_on_JCS/odi_on_jcs_obe_17_1_3/odi_on_jcs_17_1_3.html#section2)
When I got to the 5th step of the "Provisioning the Oracle Java Cloud Instance" the instance should be created, but i'm getting a timeout error.
This is what the error message says:
Since I followed the Guide, I already created a Database Cloud Service with the recommended Backup Options.
Btw: I am using a 300$ trial.
It would be great if anyone could help me with this.

ok, you should've 5 OCPUs left then, and that should be enough.
Please check if you don't have the same problem (and the same solution) as this user: How can i correct an error message on my compute cloud service ?

How many OCPUs you've already spent on Database Cloud service? And how much block storage is left?

I just created one Database Cloud Service with 1 OCPU (7.5GB RAM).
I didnt use any storage so far so there is 185 GB left.

Don't have a link, just my growing experience with Oracle cloud
So your identity domain will often have access to the additional sites when the resources of the first site are close to its maximum utilization. The "problem" is, the cloud tooling won't propose you to create your VMs in the second site where there are more resources available. And this isn't clearly documented either as far as I know.

Oh, and the trial sites tended to be more often over-allocated than "paying customers" sites also.
