Are the oracle binaries same for  multitenant and non-multitenant database?

    Yes.

    You can decide between CDB and Non-CDB when you create a database, e.g. with DBCA.

    What does 'same' mean for you?

    They do NOT have the same functionality.

    So what is your question REALLY about? What is your concern?

    Technically, the binaries are the same. When you fire up the DBCA to create a database, it asks you if you want a CDB or non-CDB. But nowhere does it ever ask you to make a change to the binaries depending on how you ask the question. Furthermore, an ORACLE_HOME can support both CDB's and non-CDB's without modification.
