EPM 11.1.2.3 to EPM 11.1.2.4 (Simply a patch upgrade or release?)

Hi,
I have a quick question regarding upgrading from 11.1.2.3 to 11.1.2.4 (on any 11 to 11 version).
I know that as per Oracle's documentation, it is a patch upgrade as it is from 11 to 11. In order to be a major release, it has to go from 11 to 12.
However, because of the time and effort it takes to upgrade from 11.1.2.1 to 11.1.2.3 or from 11.1.2.3 to 11.1.2.4, can't it be considered a major release? In fact, we are planning to move from 11.1.2.3 to 11.1.2.4 and the effort is pretty huge as I had upgraded from 11.1.2.1 to 11.1.2.3.
I was wondering if any of you have checked with Oracle why they do not call it a release? or has Oracle stated anywhere that it is considered a major release or simply a patch upgrade?

Yes a major release is say from 11 to 12, if it is say 11.1.2.x to 11.1.2.x then it is considered a maintenance release not really a patch as it requires a full install.
You can see it defined as a maintenance release in Supported Paths to Release 11.1.2.4

Thank you very much for the response.
So basically, it is also a kind of a release right? A bigger effort than simply a patch or PSU as these would require simply downloading them and applying them through the opatch folder.
