doing this activity on database server.

even java i not installed in my VM machine

Hi Ian this is for 12C release 2 version.

I'm afraid Database Control is no longer available in version 12.1 and above. Check this extract from this link.

Note:

Enterprise Manager Database Control is no longer available in Oracle Database 12c. You can use Enterprise Manager Cloud Control 12c or Enterprise Manager Database Express 12c to manage your Oracle Database 12c databases.

Hopefully EM Database Express will be able to satisfy your requirements
