How to Apply Validations

Dear Experts,

We have HCM page in SaaS R.13. with a Summary read only table above. Summary Table values changes at run time by changing values in a detail below editable table.

I want to apply validation either at the time of Save page to check and raise error if summary value exceed a limit etc. OR at the time of selecting values in a detail table if they are not comply the summary table.

What are the validation option i have.

Please Note. In setting up alerts i can only see detail column to compare with each other summary table values are not available there.
