ebxml inbound message validation error

Hi community
When we receive an inbound ebxml PING message it's always being rejected. The inbound message is from a C# system and the envelope is signed and the signature and digest values have been verified by the customer using ***Moderator action (Timo): removed links to third party online verification tools. Links to third party web pages are considered as spam.*** so it cant be a problem with the contents of what is being send in the envelope.
Can anyone off guidelines that need to be followed? Advise on items to check?
