Unable to open file: /etc/keys/x509_ima.der (-2)

I just installed OL 7.6 on VirtualBox 6. I can boot and login normally but get Unable to open file: /etc/keys/x509_ima.der (-2). There is a post from October 2018 addressing this error. I followed the steps in that post and it doesn't fix the problem. I also installed all patches and that doesn't fix it either. Do I need to downgrade to OLE 6 or is there a known fix for this issue?

    BTW, if I remember correctly, TPM requies (U)EFI boot as opposed to PC BIOS. I'm not familiar with VirtualBox v6, but so far UEFI is not enabled by VirtualBox and guest systems use PC BIOS. You can google TPM support and VirtualBox to get some answers.
