OEM 13.3.0.0.0: e-mail notifications when metric has fallen below warning/critical threshold

Hi all ,
we are using OEM 13.3.0.0.0 since a couple of weeks and satisfied with the current set up - everything works as expected. But as a matter of fact do we miss e-mail notifications when a warning or critical threshold has fallen below these thresholds. Example: if the CPU usage of a host has reached the critical threshold we are getting the expected e-mail notification. If the threshold has fallen below this threshold, we don't get an e-mail notification. Now I really would appreciate if anybody could let me know how to set up them OEM that we receive emails when thresholds have fallen below warning or critical thresholds.

This had complete details on how to configure the EMail, Setup Mail server, Create Incident Rules, Configure Rules.
This document also had videos which had explanation in configuring the Incident Management.
