OEM OPs Centre Fails To Install

Currently trying to install OEM OPs Centre 12c R4 on a new sparc machine running factory install S11.4.
I haven't provided a username/email address on first steps (planing on configuring OCM later). Problem is, the install fails at a pre-req's stage (even though OCDoctor reports fine.

Before I installed Ops Center about a year ago on 11.3, I downloaded my support repository certificate and key and configured access to the support repository.
Here was the exact command I used to do that:
pkg set-publisher \
> -k ~/Downloads/pkg.oracle.com.key.pem \
> -c ~/Downloads/pkg.oracle.com.certificate.pem \
> -G "*" -g https://pkg.oracle.com/solaris/support/ solaris
Also, I could not be sure from output you provided, did you run "OCDoctor# ./OCDoctor.sh --ec-prereq" and fix any issues?

Publisher for Solaris configured for use direct internet repository.
This system have direct access to internet? Can you ping pkg.oracle.com ?

Cant ping it, but then again i cant from my laptop either. Yup, internet access is through a proxy so i've set the http and https proxy env variables. pkd publisher details below

I can curl to it (and other internet addresses so connectivity appears ok.
Interestingly. if i try to execute the commands which appear to fail (indicated in the log) the first is
# /usr/bin/pkgrepo list -s http://pkg.oracle.com/solaris/release/ pkg://solaris/[email protected]:20190712T004819Z
This retrieves the catalog 'solaris' in X number of MB but then results in the following
PUBLISHER NAME O VERSION
pkgrepo list: The following pattern(s) did not match any packages:
pkg://solaris/[email protected]:20190712T004819Z
Not sure if that helps at all?

And you'd need to include directives for configuring proxy since you are proxied.

Hi.
http://pkg.oracle.com/solaris/release/ -It's base repository without any update.
But You have preinstalled solaris , that more fresh then base SRU.
So You need connect to support repository https://pkg.oracle.com/solaris/support/

But this possible only with active support contract.
