Open as smart view - excel opens but protects worksheet - and after unlock cannot use to submit data

as anyone experienced this behaviour in PBCS.
1. User opens form via task list
2. Form allows user input
3. User users shortcut menu to open in smart view
4. Excel opens, but with the sheet in a protected state
5. User turns off the protected state using standard excel functionality
6. Smart View sheet cannot then be used to input data from
Any idea who to change the outcome at 4, such that excel is not protected and the smart view grid can be used for data input, and yes I know you can open the web forms directly from smart view.
thank you for any useful suggestions,
Teresa.

I thought Smart View always protects the sheet (when a form is opened). Why are the users unprotecting the sheet?
