Look at the compatibility under Downloads & Certification section here:
Depends on the Release Update level(RU) of your Oracle Enterprise Manager 13c , you need to install the appropriate client version.
So most likely in your case you might have downloaded the wrong client version. Uninstall it and try with other version which is available in the above mentioned link.

If i am not mistaken, the RU level is RU 4. Not sure. Is there a way to find out?

Okay. Now I have reinstalled the client version from 2.0 to 1.0.2. I am using the grafana enterprise version 7.3.7 but i am still getting the same error.
A fellow colleague of mine also faced the same problem. On his side, he use the latest OEM RU 8, client version 2.0. and the latest grafana oss version.
Just to clarify, this oem app for grafana does not require the grafana enterprise, right?

Hello,
I have recently installed OEM 13.4 and enabled Grafana. Find below my observations and thought about grafana.
- After you enable the grafana you need to have some pythan knowledge so that you can put more details.
- Currently grafana is limited to the database monitoring and some feature.
- If you know the pythan you can create your own script and pull the report to grafana.

Yes, you don't need Grafana Enterprise version to run this App; the free open-source version is recommended.

As a which user Grafana is being managed ? as i see Docs it says not to use SYSMAN or super admin to manage it !
Do we have set of privileges /roles to be assigned to user ?

By default, a non-SYSMAN user can be a normal EM user. Typically, MGMT$ views are accessible by such a user. Do refer to the FAQ page. https://www.oracle.com/a/otn/docs/grafana-faq.pdf

Does the non-SYSMAN EM-user need any specific privileges or just view target?

View target is enough

Is it possible to list targets based on lifecycle properties like, Lifecycle Status, Line of Business, etc.?
I understood that there is only one datasource and therefore only one EM-user.
If you have view all targets on your non-sysman EM-user it can be a long list of databases to scroll down if I can not filter the list on lifecycle parametres like "Lifecycle Status: test", "Line of Business: HR".
I could not see anything like this in the samples?
